In PPR, need a flex. Pittman or Shakir?? Or, R. White on Monday?

In full PPR, R White vs KC on Monday (Irving is Q) or J. Williams vs Ravens?? Both tough defenses, especially Balt. But, If Irving is active, White loses some share.

Now, with A Cooper inactive, does this give the edge to Shakir?

I'd like Cooks based on matchup & no Collins. BUT, if he's on trade block, he or a team may not want to risk injury. St. Brown will get plenty of volume. So, Cooks has mor ceiling but maybe low floor. St. Brown is a safer start, I think. good luck
