They were Sunni men who were lining up to join the police. Their fathers went to the local tribal leaders and the local insurgent leaders and said 'what on earth is this foreigner doing killing our Sunni sons? He's gone too far. And that opened up a gap between the foreign fighters and the domestic Sunni insurgents. From that moment, the intelligence flow appears to have got better.
