Why are Goofy and Pluto so different?

So my kids are watching Mickey on the Disney channel this morning, and it occurred to me that Goofy walks upright and talks, while Pluto runs around on all fours and acts like a regular dog.

 

So why is it that Goofy marks some kind of evolution in canines but Pluto did not?

 

For that matter, why do the mice and the duck get to talk and walk like humans? Mice and ducks are both dumber than dogs.

 

WTF?

And WTF is up with Donald Duck wearing a shirt, but no pants? Focking perv.

 

He is self conscious of the man/duck boobs.

 

But why when they show him after a bath does he put a towel around his bottom half and leave the top half uncovered?
