Typically they just give the grand jury evidence of guilt and aren't really obligated to make the case for the defendant. So even though it's pretty unusual to not get an indictment, I can see it happening here. I would think its because of the extreme high publicity of this case that they would want to get it right. Not some attempted shenanigan to make sure the officer is innoncent. I'd say it's more likely the prosecutor believes, all the evidence on the table, it would be near impossible to get a conviction, so he's going this route to get political cover if there's no charges being brought.
