Trump was so anxious to get the Comey written testimony off the air that he made the decision and announced this pick basically himself. His Communication Staff, most of the WW - virtually nobody knew 1) That this was going to happen and 2) That it did happen. It took about five hours for the WW to catch up and throw out talking points. Usually of course, they'd have 'surrogates' lined up at the various networks to provide 'instantaneous' commentary, have bullets issued, etc. - But not this time. Most of us probably knew before most of the WW knew.
