CA has a ballot proposition system. I voted yes, most of my fellow CA's voted no. Because a bunch of Indian Casino's paid millions in propaganda saying they were "promised exclusive gaming rights" (even though you can't bet on sports there either) and all the people who don't gamble on sports bought into it. Even then, there are multiple popular thoughts that contradict each other. Others draw the line on robbery. Kids do immoral things CONSTANTLY. They don't know right from wrong most of the time until they learn from adults or life situations.
