She was 100% engulfed in flames. Not in a burning building, but she is the flame. Unless you happen to be carrying a fire extinguisher for some reason, it's best to let her die because if somehow after a few minutes they can manage to put that fire out and she lives, she will wake up in a hospital wishing she were dead. 100% body burns, worst hell anyone could have. 

In cases of extremely severe burns where survival is highly unlikely, medical professionals will discuss with the patient or their family the option to forgo life-sustaining treatment, essentially choosing comfort care over aggressive measures that may prolong life, allowing the patient to die peacefully; this decision is always made in consultation with the patient's wishes and medical assessment of their condition.

Maybe show some compassion, or really, any type of emotion at all.

There are reports that the man on fire at Penn Station was homeless and may have set himself on fire (per the NY Post) although I have been unable to verify that from a credible news source.
