I don't know Putin well enough to determine whether he is troling or not.  My suspicion is that he is smarter than every democrat in this country.  Stroke Trump's ego and he will do his best to give you what he can.  I scoff at the Schumers of the world who think they gain some tiny pyrrhic moral victory by delaying Trump's nominees.  They should learn from Putin.  Do not just cooperate on the meaningless stuff, but praise Trump's acumen.  Then, on stuff that matters suggest that a perspicacious fellow like a President who won all seven swing states would certainly see the wisdom of your position.  Say that he has the foresight to see beyond the immediate to the great future benefits of your position.  Say he is the kind of man, and this is the kind of decision, which puts Presidents on Mount Rushmore.  Manipulate the egomaniac.  Say they ought to start a new monument, maybe carving up Pikes peak to make a bust of him 3 times the height of the busts on Mt. Rushmore since he is three times the men they were.
