They were woefully behind the rest of the world prior to colonization. It’s a fact that the areas colonized by western nations were much better off than the ones not. The deeper you get into Africa the worse it is, and whitey  never went there.

Putting aside the issues surrounding South Africa, I don’t understand how Trump can cut off aid anyhow. Isn’t all spending matters within the jurisdiction of Congress? Last time I checked the Constitution it’s Congress that has the power of the purse.
